Bafut Council Ranks 15th Nationally, Secures CFA 282 Million Performance-Based Allocation
By Martial Gnoukapasir
Bafut Council has been ranked 15th out of 122 councils assessed nationwide, scoring 78 out of 100 points in the 2026 Performance Indicators (PI) assessment under the Local Governance and Resilient Communities Project (PROLOG).
The results, made known in a letter dated October 20, 2026, by the PROLOG National Coordination, qualify the council for a total Second-Level Allocation of CFA 282,464,840 under the Performance-Based Grant.
The assessment recognises the council's performance in several areas of local governance, including investment budget execution, debt management, wage bill control, citizen participation, environmental and social management.
According to the notification addressed to the Mayor of Bafut Council, the council's score exceeds the excellence threshold of 70 points, making it eligible for 100 per cent of its theoretical performance-based allocation.
The notified allocation comprises three components: CFA 53,039,086 as the council's performance-based allocation, CFA 170,129,578 as a bonus from the redistribution of unallocated balances among councils that scored at least 70 points, and CFA 59,296,176 as a second bonus linked to the redistribution of allocations associated with councils that did not meet the Minimum Mandatory Conditions.
All these, brings the total sum of Bafut Council's notified allocation to CFA 282,464,840.
The funding falls under PROLOG, a project financed by a World Bank through the International Development Association credit, which supports local governance and resilient communities.
The notification indicates that further information on the release of the funds and the conditions governing their use is still to be communicated by the PROLOG Regional Coordination Unit.
These conditions include eligible investment expenditure, budget inclusion, procurement procedures, and compliance with environmental and social safeguards.
The council recorded maximum scores in several financial management indicators, notably control of the wage bill, debt management and investment budget execution, scoring 9 out of 9, 9 out of 9 and 12 out of 12 points, respectively.
The council also obtained full marks for preparing and submitting its Medium-Term Budgetary Framework, Medium-Term Expenditure Framework and the establishment of Village and Neighbourhood Committees.
Environmental and social management equally featured among the council's strong performance areas, with a score of 10 out of 10 points.
The council further scored 4 out of 4 points for conducting a timely Budget Orientation Debate with minutes, while its staff training plan earned 5 out of 5 points.
These results reflect the council's performance in selected areas of financial administration, citizen participation and institutional management.
Meanwhile, despite its overall performance, the assessment identified weaknesses in the collection of the council's own-source revenue.
Under the indicator measuring progress in own-revenue collection, Bafut Council scored zero out of 10 points.
The assessors attributed this result to unsatisfactory performance in collecting council tax revenue and operating revenue from council property and services between 2021 and 2024.
They also noted that the relevant administrative accounts had not been attached in a manner that clearly demonstrated the amounts collected during the period.
In communicating the results, the PROLOG National Coordination congratulated the Mayor, the municipal team and the council on their performance.
The outcome places Bafut among the councils that crossed the assessment's 70-point excellence threshold, while also highlighting areas requiring further administrative attention.
Beyond the financial allocation, the findings point to the need for stronger own-source revenue mobilisation, improved documentation of collections and continued attention to planning, transparency and service delivery.
The notified CFA 282.46 million allocation represents a significant funding opportunity for the council, and it's use will depend on compliance with PROLOG's financial, procurement, budgeting, environmental and social requirements.
