One Passenger Per Bike: Mezam SDO Moves to Enforce Atanga Nji’s Bamenda Security Directive

The series of measures outlined by the Minister of Territorial Administration, Paul Atanga Nji, to restore order within the commercial motorbike sector in Bamenda and beyond, is gradually taking shape.
From directives issued to administrative and local authorities, to enforcement. The first is coming from the Senior Divisional officer of Mezam, Simon Mooh Emile, whose office, two days after the minister outing, has today October 7, 2026 signed and issued an order banning motorbike riders from carrying more than one passenger in Mezam.
The order, is in tandem with the Interior Minister's outing, bringing over 400 bike riders in Bamenda where he introduced a series of measures aimed at curbing insecurity and bringing greater discipline and putting order in the sector.
The Prefectoral Order No. 567/PO/E.29/A2, titled “To Ban Overloading of Passengers on Motorbikes Within the Mezam Division in the North West Region,” states that motorbike riders are prohibited from carrying more than one passenger.
It also denies the use of irregular jackets that have not been authorized by municipal authorities.
The order cites the need to maintain public order and security and charges the divisional officers, Mayors of Councils within, the Group Commander of the Gendarmerie in the Division and the Commissioner for Central Police Station, the Central Commissioner of Special Branch for the strict simple talk of the order.
As earlier indicated, the move follows Minister Atanga Nji’s meeting with bike riders at Up Station on Monday, October 5, where he announced several measures to address concerns over the use of motorbikes in criminal activities, including kidnapping for ransom, which is the order of the day.
Among the measures announced by the minister was the requirement that bike riders carry only one passenger at a time, a measure he linked to efforts to prevent kidnappings and improve security in Bamenda.
The Mezam SDO’s order now gives that particular directive a formal administrative backing within the division.
It further states that any person or group of persons who violates the provisions of the order will be punished in accordance with the laws and regulations in force.
The order has been communicated to the Ministry of Territorial Administration, the Governor of the North West Region, Divisional Officers in Mezam, Mayors of Mezam councils, the President of the Bike Drivers' Union etc.
This latest development comes to concretize the wordings of the Minister ,who had early indicated that time for education and sensitization is over. He said it was time for warning, action and implementation and the outing of the government through the Senior Administrator for Mezam, seems to be confirming the narrative.
